Missoula Rural Fire District is currently accepting applications for our Resident/Volunteer Coordinator position. This position is responsible for the oversight, supervision, and management of the Missoula Rural Fire District’s resident and volunteer programs.

Position Summary

The Resident/Volunteer Coordinator (“RVC”), under the general direction of the Deputy Fire Chief, is responsible for the oversight, supervision, and management of the Missoula  Rural Fire District’s (“District”) resident and volunteer programs. The RVC is primarily responsible for the overall success of the resident and volunteer programs and serves as an advocate for individual residents and volunteers with their individual professional development. 

The RVC position is a three-year term. At the end of the three-year term, the individual in the 
RVC position may reapply for subsequent three-year terms. The District will accept 
applications from all qualified candidates every three years or when a vacancy in the position 
occurs.

Supervision Exercised

The RVC exercises supervisory responsibility over the residents and volunteers.

Essential Duties and Responsibilities

• Oversee, supervise and manage resident and volunteer programs.
• Coordinate and maintain an on-going recruitment program for prospective resident and volunteer firefighters on a local, regional, and national level.
• Facilitate resident and volunteer application process with the Deputy Fire Chief and Human Resources which includes but is not limited to: scheduling and conducting interviews; providing and ensuring necessary tests and forms are completed; and providing Deputy Fire Chief with recommendations on prospective residents and volunteers.
• After Deputy Fire Chief approval, facilitate, coordinate and lead resident and volunteer on-boarding including, but not limited to: station and shift assignments, scheduling, orientation, distributing equipment and gear, ordering uniforms and scheduling of new hire academy.
• Support the needs of individual residents and volunteers by providing direct mentorship and goal setting and help facilitate the accomplishment of individual goals through education, training, and incentives.
• In coordination with the Training Officer, facilitate and instruct residents and volunteers in firefighter training in accordance with District policy, procedures and guidelines.
• Ensure all required training requests and tuition reimbursements forms have been properly completed and submitted.
• Act as a liaison with college, university, fire service training, and emergency medical service (EMS) program representatives.
• Maintain all necessary records to ensure local, state or federal grant and certification compliance.
• Evaluate the work performance of volunteers and residents while providing feedback for professional growth and/or direction for continuous improvements. 
• Serve as the main source of communication and point of contact to residents and volunteers and disseminate pertinent information regularly to both groups. 
• Facilitate conflict resolution between residents and/or volunteers and timely address issues as they arise.
• Oversee and document volunteer and resident disciplinary matters and make recommendations to the Deputy Fire Chief. 
• Provide regular reports to the Deputy Fire Chief on the status of the resident and volunteer programs.
• Coordinate and manage participation requirements for MPERA Volunteer Firefighter Compensation Act and MT State Annual Roster. Provide Accounting Assistant with monthly Workers’ Compensation reporting requirements. 
• Research and attend courses applicable to the RVC position. Courses may include the National Fire Academy, Fire Department Instructors Conferences (FDIC), Volunteer and Combination Officers Symposium (VCOS) and other adult-training facilitation courses. 
• Coordinate and oversee the fuel mitigation program.
• Participate as a District representative in local, county, regional and state meetings, and planning groups, as directed.
• Perform needs assessment for resident and volunteer staffing, initiate plan to meetidentified needs and work with the Deputy Fire Chief to address potential funding issues for resident and volunteer staffing.
• May assist with coordination and participation of fire prevention and public education programs within the realm of resident and volunteer participation and may act as a liaison between the District and other volunteer and/or community events.
• May perform duties and responsibilities commensurate with their rank held at time of hire and/or demonstrated level of proficiency as requested and/or assigned. 
• May manage, assist or be a member of special programs and budget committees.
• Work flexible hours including evenings and weekends to provide training as described in the Local 2457 Collective Bargaining Agreement for “Forty (40) Hour Employees.”
• Eligible to be called in for incidents while off duty. 
• Perform other duties as assigned.

Position Knowledge/Skills/Abilities

The RVC must meet all knowledge, skills and abilities outlined in the position description of a Missoula Rural Fire District Engineer and have: Knowledge of:
• District volunteer, resident and training programs.
• Up-to-date training techniques and best practices.
• Testing through simulation, evolution, application, and evaluation.
• County, state and federal laws and regulations, District policies, procedures, guidelines, objectives, and labor agreements related to the position.
• Record-keeping systems as required in training and personnel managementprograms. 

Skills in:
• Organizing information and documents for volunteer and resident programs.
• Budgeting as it relates to volunteer and resident program development.
• Using audio/visual equipment for training and recruitment.
• Drafting clear written documents, reports and training materials.
• Supervising subordinates.

Ability to: 
• Mentor, motivate and guide residents and volunteers as necessary.
• Establish and maintain effective working relationships with volunteers, residents, coworkers, supervisors and the general public. 
• Provide the leadership required for the success of the resident and volunteer programs.
• Speak to individuals and public groups for the purpose of volunteerrecruitment.
• Equip, staff and coordinate displays and presentations at public meetings and events.
• Represent the District in a professional manner.
• Timely respond to inquiries.

Required Experience
• Minimum of three (3) years fire service experience as a career/paid firefighter.
• Successful completion of the Candidate Physical Ability Test (CPAT) within 3 months of hire or proof of having successfully passed the CPAT in the 12 months preceding the start date of the position.

• Hold the rank of Engineer or higher with Missoula Rural Fire District; or have the following:
