ALBANY - The widows of the only two city EMS paramedics to die in the World Trade Center attacks are poised to receive death benefits that until now had been available only to firefighters' families, The Post has learned. The Assembly today is expected to give final passage to a bill that would mean $50,000 a year each to the widows of Carlos Lillo and Ricardo Quinn.

"It's the least we can do to help these people," said Assembly bill sponsor Michael Gianaris (D-Queens).

Lillo, 37, and Quinn, 40, died trying to rescue people from the south tower.

Around the same time, Lillo's wife, Cecilia, managed to escape from the north tower.

Although the city's uniformed EMTs and paramedics were merged with the Fire Department in 1996, they
