Firefighters are making good progress against a brush fire that spread through more than 250 acres of rugged wilderness northeast of San Juan Capistrano.

Fire officials say the blaze was 75 percent contained Monday evening.

Some 300 firefighters hope to have the flames completely surrounded by Tuesday afternoon.

Capt. Greg McKeown of the Orange County Fire Authority says the fire is about 2 1/2 miles from any structures.

Federal investigators have found the spread of a deadly wildfire in Los Angeles County could not be stopped because flames had reached steep terrain that firefighters couldn't access.

A U.S. Forest Service report released Friday to The Associated Press says commanders used the best professional practices while trying to knock down the Station Fire burning in Angeles National Forest.

The 72-page report focused on firefighter response to the fire's early stages in late August.

A brigade of more than 1,500 firefighters made big gains Monday in a battle against wind-whipped flames in the Santa Cruz Mountains, allowing dozens of evacuated residents to return home. But amid an atmosphere of relief, questions swirled about how the blaze began.

Among the possible scenarios, state fire officials acknowledged, is that the Loma Fire was started by firefighters themselves.

Dressed in prison orange, Gilberto Smith was unloading shovels and other equipment when he twisted his ankle deep in Eureka Canyon. Officials from the California Department of Forestry and Fire Protection knew that if the Loma fire turned his way, he'd never make it out alive. So the officials called in a helicopter.

Homes have been evacuated after a wildfire broke out early Sunday in the Santa Cruz Mountains, Cal Fire officials said.

The so-called Loma Fire, which started at Maymens Flat and Highland roads at about 3 a.m., is currently threatening 250 structures and had scorched 600 acres as of 4 p.m. Sunday.

AUBURN, Calif.

Arson is being blamed for a big fire in north Auburn that caused about $40 million in damage as as it burned dozens of homes and businesses, officials said Monday.

The wind-fueled fire started shortly after 2 p.m. on Aug. 30, destroying 63 homes, two businesses and many vehicles. About 350 acres were charred just off Highway 49.

No arrests have been made, but Cal Fire is offering a $10,000 reward for information leading to an arrest and conviction.

WILMINGTON, Calif. -- Fire scorched about 20 acres of Ken Malloy Harbor Regional Park before being brought under control Sunday.

Los Angeles City Fire Department used four helicopters to dump water on the blaze, said LAFD spokesman Brian Cummings.

"That's a lot for a fire this size," said Cummings, a battalion chief. "It was an aggressive air attack." Three of the helicopters were from City Fire and one was from Los Angeles County Fire Department, he said.

--Droves of residents made their way home to Wrightwood after a mandatory evacuation order was lifted at noon Tuesday.

"Thank you so much," residents yelled from their vehicles as they returned to their mountain homes.

"I'm excited and joyous," 31-year-resident Alton Safford said. "It's amazing the number of firemen fighting this fire. If it wasn't for them this place would've been burnt to the ground for sure.
