Thanks for sharing, any notes are good notes but did notice that the part about the host being responsible for everyone's costs reads a little odd. The host is responsible for ensuring that all costs are paid if equipment is ordered and delivered. But if someone backs out after award and before being ordered then their equipment is left out of the project and funds are returned to DHS. The host isn't still required to purchase it. That's a popular misconception with Regional apps so don't want anyone not offering to host a regional thinking they have to buy everything no matter what.

But the MOU is definitely something that should be pushed well before the app is created.

Thanks for the clarification, BC79er. They didn't talk much about returning award funds, so it likely was a subtle point I missed. I was thinking when I heard that what the incentive to be the host would be with that looming over your head!
