Can anyone help me decifer this thing? Trying to find out what it is specifically you need to do if you spend more than $500K and how much does it cost? Anyone that has info on this would be appreciated.

Check with the CPA that handles the books for the department. Anyone that receives tax funding is supposed to have an annual audit done for the IRS anyway. Ask them if what they perform is OMB133 compliant. If it's anything but yes the average I've seen is $5k-10k for a CPA to come in and do it. Those are allowable admin costs so you can stick them in the grant. It has to be done no matter what, so better to have them pay the matching on it versus taking that whole bill by yourself.
