I would like to know how many jurisdictions are not allowing smoke detectors to be installed before construction is finished, or what is your opinion to the contrary.

According to most manufacturers and NFPA Staff, the cap is only to be used during shipping and storage. The cap is to be removed once installed, and is not intended to be used for dust protection. However, trying to schedule the alarm tech to complete the system after all other trades are complete is difficult. This may cause them to go over their due date and risk not being paid. It is tough to control with so many different installers as well.
