Does anyone have ordinances that permit the issuance of fines for life safety/health violations before issuing a warning? Most codes require a notice issued with a reasonable time to make the repair for the first offense.

In a college community we typically find smoke detectors inoperable, write them a warning and leave. We often run out of warning slips.

We have been discussing issuing $20 to $50 "tickets" like a parking ticket for first time offenders, followed up with a court issued citation. This requires the proper language in the ordinance.

I think you should give them a warning, and on that warning it should clearly outline the monitary fines and process. Season pass's for freguent offenders are not available.......Ha.
