I've successfully worked with several departments in your same situation. It depends largely on how you promote your recruitment challenge.

Remember the old adage, "If you want something done - ask the busiest person to do it." You're targeting people with busy life styles. You need to promote your volunteering opportunity as a diversion to their "day job."

Do you have a collage in your town, the best thing my volly dept did was to get some of the students in the dept. Most of them only go to class 2 days a week, and can fill in during the days when everone else is at work. But the only problem is the summer time and on weekends.
