Funding for Canteen Unit

I've been throwing around the idea of trying to start up a canteen unit to augment the local regional Haz-Mat Response Team. But, I'd like to do this wiout having the communities involved putting any money into it. Kind of like a not-for-profit type thing. My question is this: Where can I get funding for this? Any suggestions? Possibly t-shirt sales or fish frys or clam bakes, etc.....?
