Check out the folks in Hawaii. Some of their lifeguard services are big (and skilled) users of PWCs.

They have Technican and Master Instructor Courses in RWC rescue
and Swift Water Rescue

PWC are an extremely useful rescue tool. Quick, manuverable, small enough to launch anywhere, and best of all, no exposed prop!!! My department has utilized them for several years. You are on the right track - ASKING QUESTIONS. Just like any other tool, they have their limitations. Rescue3 Intl. also has courses on PWC rescue. I would also recommend that all persons also attain a boaters safety certificate. (C.Y.A.) These courses are usually available through your states wildlife and parks office.
