Letters sent out from FEMA

I was informed that some departments recently received letters from FEMA. The letters stated that they were not confirmations of an award, but questioneers asking if their particular department was awarded a grant would they be able to meet the departments end of the grant, ie. matching funds, NFIRS etc...

I just wanted to know wether the departments that just received grants had also received these letters prior to there award. Just wondering if the letter was an indicator of a possible grant award.
