Congratulations again to the award recipients from Rounds 1,2 &3.
All of us remaining are the Round 4 Hopefuls.
Tomorrow is Tuesday-- what has been a typical email day for FEMA. Some of us are waiting for our first 5 question email, some for the 2nd Direct Deposit email, some just looking for some sign of communication --- all of us fear the dreaded "Dear John" mail.
* Any words of advice from the recent winners?
* Any new emails from FEMA?
* Any Round 4 news of any kind?

HazMan i'll be waiting all night waiting for the big e-mail day tomorrow. At this point in time i am now completely bald, have no finger nails left, and my stomach turn every time i open my e-mail account. Hey Haz man, I know what you are going through. I was the same way last year and up until this morning when we saw our name listed. I was oncw told by a wise man "Good things happen when you are patient". Hang in there!!! Maybe you will be in Round 4.:)

After reading through most of the forums I've come to the conclusion that unless you see your name on the list or get the dreaded "Dear John" we all get to sit and go nuts wondering. We do have the mysterious "eXt" behind our contact number. This now sounds like it means nothing. ( ALthough it sure was fun getting my hopes up!) We have not had any links open up or for that fact even seen the links. Sounds like there is alot of good things happening around the fire service and I hope they keep it up. Heres to hoping we hear something tomorrow. Good Luck to all of you.

:confused: Hopefully we all make it in round 4. After all, it doesn't make sense to ask us to fill out the 1199a and send us the questionaire unless they are seriously considering our applications. On the other hand, this is the federal govt. we are dealing with and they rarely make sense. :confused:

For those of you interested, I've spoken several times with FEMA staff. A few of these individuals work directly in the department which is making the notices as to who gets grants and who does not. This is what they had to say regarding the 1199a and the E-mail request for further info. (5 questions). " If/when you recieve these items and once you've completed them, your folder is then sent to the FEMA procurment officer for final signature and then notification". Further, the statement was made that if you recieved these items (1199a/questions) it was all but assured you would funded. It took 1 month from the time I was first notified to the time our name came up on the list (round 3). Hope this info. gives some of you hope.

From our observations, if you get the 1199 and the 5 questions either by phone or email, you are very likely to get the money. Last year they waited on the 1199s until after the awards were handed out. It was decided that there was much more incentive to get the paperwork done this way. Perhaps they know our reputation for taking care of paperwork.
Hope this eases the anxiety of those waiting.

Last year, we did the 1199, at FEMA's request, and did not get a grant.This year we just didn't get to do anything. We really had our hopes up after they had to have the information ASAP. Oh, well, at least this year we didn't have to do that little bit of paperwork for nothing. Maybe we'll get to do it again next year.

I recieved the request for the 1199 on jul. 9, but never got the 5 questions, our split is only $908. It may be possible they realize we can afford $900, or are we in grant limbo? any feelings?

Expecting an Email from FEMA which will be the 1199 request or the Dear John... letter. We have had no contact since submitting the application.
How painful is this going to be, seeing an unopened message bearing either news which will bring elation or sorrow?
I read through the "eXt" posts this weekend, bumbled around and pulled up our online app. and sure enough we now have that #. Got excited, called my Chief (at work), he had me read the number...
it's his work extension.
So now I can add "stupid" to the range of emotions this whole deal has caused.
A couple a years ago I volunteered to just help put out grass fires, save my neighbors shed and the like.
How did I end up here?
This is exactly like flirting with the prettiest girl in school, asking her to the prom, then waiting for her to get back to you.
Sorry to ramble on, but my last thought is, what if they lost our app.?
How would we know.

In reading some of the posts on a different thread, where exactly is this link to the 1199A supposed to appear. I've looked over my application and find it nowhere. Either I don't have it which is the most likely answer or I'm not smart enough to find it - highly possible also.

I was not asked to fill out an 1199 when i recieved the questionaire. But was asked if my direct deposit info was correct as I had already filled out the 1199 during the grant application. ?????

Go to your app and as soon as you put in your username and password it will bring you to the "STATUS" screen. If you look in the "ACTION" box or the box that says "VIEW APPLICATION" it will be right below that, or so I've been told. I am still waiting for it to appear on mine as well! Best of luck to ya!

No reports of emails today. Just when you think you're on to something... they change the patterns.
Has anyone received any email messages through the FEMA application site or just via personal emails? Should we be checking the application page mail center?

It seems that, according to the Dear John thread, FEMA is indeed emailing -- Just not the kind of emails any of us want to receive.
I think I'll cross my fingers that I don't hear anything from them for at least another week or so.
Interesting that the application message center was where you got your email. I received the 5 questions back on 7/23 but only on my personal email. I'll have to check the message center more frequently - starting in about 10 more days.....

I got a call from FEMA today with what I presume everyone is refering to as the "5 questions" - will we participate in NFIRS, can we fund our matching share, is the bank information on our application correct, etc.

Looks like they are gearing up for next round. Our "5 Questions" were also done by phone and we were on the 3rd round.
Still holding my breath for our neighboring department. I wrote their application so feel somewhat responsible if they get turned down.

Anyway..... still waiting for the dear jeff or the 5 questions. Still from the 7/9/02 original email for the 1199 A. Speaking of which..... called FEMA the other day on a hunch...maybe the hard copy that our bank fed ex'd to FEMA never got there. Well, I was right, they did an exhaustive search and could not find the banks hard copy of 1199, with the bank signatures. Fed ex'd another today. As for the 5 questions... any depts out there that thier portion of hte split is less than $1000? That is our case and I am hoping that they realize we can afford a grand. Good luck to all of us still in limbo.

Yea I think thats a good sign. Last year we recvd a training grant and that was all I got then was a phone call asking a few of these questions right before we recieved notification. I got the 5 q email last week and maybe we got lucky twice. waiting and hoping.:cool:

There is still a great deal of confusion around here...The good news is that we have not gotten the dreaded "Dear John"...BUT...have not heard anything else, either.... I called FEMA about an access problem and the person I talked to, looked up our application in the system. He said the we were "In the mix"...Whatever that means....

If I may ask - what was the number u called to check on ur 1199a? I have sent two now - and gotten a receipt on both. I did rx an email from them after the first was sent and receipted for that said they claimed to not have gotten it. The number I called - all they would say is that it had to have been received as I was taken out of a database (whatever that means).
Guess this late in life I better learn how to spell bureaucracy.

I used the help desk # on the application page, I stressed that I had probable reasoning to suspect they did not recieve it and blamed FedEX. They researched it and stated the hard copy wasnt there, but it wanst that important until after the award is actually awarded. Whatever that means. I still havent heard either way yet.

Well I know of 2 Departments in Southern Vermont that have recieved rejection letters.
Both of us were trying to replace 1950 vintage Wildlands units.
I know this for a fact because I submitted the application for our department, and my father is Chief in another department elsewhere in Southern Vermont.
Both of recieved rejection letters this last week.
:mad: What really ticks me off is that when I called and inquired about how we could improve our chances next year they told me that if we recieved a rejection letter already then we didn't even get to peer review.
So because our number of calls, location, or whatever we didn't meet the demographic requirements our narative never even got read.
It is hard to build excitement and energy to fill out this type of application when it doesn't even get read.
I do congratulate everyone who has gotten $$ or will get $$ out of the program, but I really don't know if we will even try next year.

I would not take the word of some telephone clerk as to what level our applications reached before being turned down. It would be interesting to look over a few of the applications getting the Dear John letters to see is there is any correlation to one another.
I doubt if the numbers alone would get an application kicked prior to peer review. I wrote 2 applications. One got funded the other rejected. The cities are very simular in demographics. I even cut and pasted the majority of one narritive to the other. In fairness to FEMA, the rejected department has a newer engine and does not have as much manpower as the other. On the surface it would be easy to justify their decision.
When it comes down to the nitty gritty I agree that FEMA needs to do the most good with limited funds. All departments are not equal. They must have a formula of some sort to make the decisions. Perhaps points for vehicle age, number of staff, number of fires, etc...
I would hate to be the one making those decisions, 3 out of four departments are gonna think they did a bad job.

I agree with you jcchief.... don't really know where to go from here.. got the letter of denial this AM and now I have more questions than answers. I was planning on submitting the same request next year if we got turned down. Getting turned down so early in the process must mean it isn't worth submitting again! I just feel like I need some questions answered before "wasting time " next Spring.I have been to a question and answer seminar... didn't do any good. I guess I must have done a "bad job" too.:(

Just heard from my Fire Chief we got the five questions today this is good right?:D All of our trucks is over 25 years old and the newest one in the county is a 1989. I wrote the grant and thought they would call me, been sitting on pins and needles ever since.

I agree with the "questions abound" statement. It would be nice to have some direction. By all meand don't give up for next year. I think by just applying you (and everyone else) help show that there is a need for additional funding. If people don't apply, it can be construed that the need is not there.
Has anybody posted a rejection letter? what do they say? I just wonder if someone would know if they got rejected because of a mistake in filling out the form itself?

a) The Dear John process will take place continuously over the coming months as the first wave winds down.
b) Your Congressman or Senator won't know a thing, most likely. They only get the list of winners a few days before its publicly announced, allowing them to make the first notification.
We realize everyone is anxious to know either way, but remember for some it will still be MONTHS before you know either way. The only thing you can reasonably do here is be patient.
'X' number of departments will not know until December or later whether or not they will get money.
Even still, the fact that 25% or more of the grant submittals will get funds is a large percentage compared to most grant programs.

In answer to your question about the content of the letter, it is really a form letter. Could be sent to any applicant. Tells you how much they appreciate your interest in applying and that all grant applicants will not be funded ..etc. etc. yada yada yada... in an effort to maximize the funds they will give to departments that best meet the requirements and after that I deleted it never to see it again. I thought we met them pretty good, and have no earthly idea how to fill one out better next year, if someone else on my department wants to try they can next year. I feel I did the best I could. I was even gonna turn in the same thing next year if we didn't get funded this year but with "losing" out so quickly... I guess I give up.
Really not a lot to go on. Government gobledygook that says in short you are turned down!!

Just spoke with a Chief of a neighboring department and he informed me that they had received notification in May that their application was denied. He indicated that the reasoning given was because his department did not report to NFIRS.
He also identified 4 other deparments nearby that had the same thing happen?
Are there any non-NFIRS-reporting departments that are still in the mix?

We do not currently report to NFIRS. We have not heard anything oneway or the other on our grant. The way I understood it was this grant was suppossed to be a way of getting more fire departments involved in reporting to the NFIRS, not as a tool to eliminate apps. Is this correct webteam?

I'm going to post a short part of Dragon-Fyre's post on 7-23-02
just got off the phone with a friend who is a high ranking muck-e-muck with the USFA and I was told that:
1) No Dear John letters have gone out yet and won't for at least another week or two. They had a problem with the interface so nothing has been sent. Letters will only be sent to those who didn't pass the peer review process for now.
2) No phone calls have been made nor will they be made. FEMA does not have the time or manpower to do anything like that. Don't know who's making prank phone calls but someone is trying to pull some legs out there.
So I would have to ask if it was the FEMA fire grant or another grant their we attempting to get?
Or is this another urban legion?
By the way as of today we do not report on the nfirs system, we have not heard anything ether way as the grant goes.

Seems to me that one of the goals of this program is to get more FD's to report NFIRS so it wouldn't make much sense to give preference to departments that are already reporting.

Just heard from our Congressman (Chet Edwards) that we have received our grant for $68,355 dollars.This will make it possible for us to purchase new bunker gear, wildland gear, and scba,items that are desperatly needed by this department. Our Thanx to FEMA for there consideration in this matter. Thanx to Firehouse.com for the good work they are doing on keeping us informed. How does it feel? Relief!, From the frustration of not knowing! I sincerly hope that all of you find this same relief in your future. Just remember it is only August and there is a long way to go till the end. All I can say is that some of you might be surprised by what is included in the article as Sen Jeffords spills the beans on funds for 9 departments in the state.
Also it sounds like there might be information that goes past round 4, but that is only speculation on my part.
I am also not posting names and amounts because I only slightly distrust anything I read in the newspaper :)
If you can't find a copy and the suspense is killing you let me know by personal mail and I will forward the information.

Well, the jury is in.....
Just saw a press release issued by Senator James Jeffords (VT) that we were awarded the grant!!!! $32,514 for SCBA upgrades, pass devices and RIT training/equipment.
Thanks for your help, Mizflame, in crossing fingers.
P.S., (Webteam is going to hate me for this) 158 applying depts. in VT - 16 marked with eXt. 7 of 9 announced today had the eXt. But, I still think it is just a coincidence, don't you?...

Just a reminder, as we've stated, the 'eXt' thing (when its not an actual extension) is not a cooincidence. Just likely means the department's file has been edited which may or may not mean they'll be getting an award. Departments without one have one, and departments with the 'eXt' have received the 'Dear John' letters.
As for Round 4, Congressional representatives have or will have the Round 4 lists shortly but it may be the first few days of September before its made public.

today i received calls from both U.S. senator offices and our house rep... all three passing on congrats and offering future assistance if needed... very reasuring and allows me to breath with a bit of relief. relief??? maybe not...! tanker spec's to deal with now!!! good luck to all... fema will probably announce round four early next week.

Just heard on the radio this morning of two depts in Iowa receiving grants, Cherokee and Swea City. Thought they said $45,000 and $35,000 respectively. We do a lot of mutual aid with Swea City so I hope its true. Not sure if I can take much more of not hearing any thing for our dept though. Congrats to all.:D

There was an article in today's paper saying we got a $99,000 grant for a vehicle. Here is a link for it:

The Northwood Fire Department has been awarded a $99,000 grant through the federal Firefighter Investment and Response Enhancement Act, which will pay most of the cost of a new mini-pumper for the city.
The legislation was written in 2000 by U.S. Sen. Mike DeWine, (R., Ohio) who, as a member of the Senate Appropriations Committee, helped secure $360 million for fiscal year 2002, a spokesman for the senator said.
Northwood had taken part, unsuccessfully, in the grant competition last year.
"That is outstanding. We’ve been fortunate," Northwood Chief Thomas Pack said.
The vehicle, which will replace a 1979-model mini-pumper, will be used for firefighting and emergency medical responses. It includes a heated compartment allowing the crew to keep medications warm in the winter, Chief Pack.
It will be housed at the No. 1 fire station on Andrus Road.
The department has received cost estimates for the vehicle of $120,000 to $130,000, which the city would have had to pay without the grant.
"This will allow us to purchase it outright. We’re not paying finance charges on the money," Chief Pack said. "And it gives us the ability to get the truck now."

My local paper reports $73,909 to the Dunns Corners, RI Fire Department as part of Round Four. They also claim that per Senator Chafee's Office (R-RI) Round will will be announced in ful this coming week and that the awards this time total $23.0 million to 354 fire companies.
Also, for future reference, are the grants to fire companies or fire departments, the government seems to use the two interchangably. We have 2 engine and one 1 truck company in our fire district. They weren't all eligible for individual grants, right?

This release is from Senator Tom Harkin web site of Iowa. Most of these depts are small Depts, in Iowa. Several are very small and need the money. Congrats

$101,078 - Defiance Fire and Rescue, Defiance - The funds will be used for fire operations and firefighter safety. The total costs amount to $112,308. Ninety percent of the costs will be covered by the grant, leaving $11,230 to be covered locally.
$7,380 - Kellerton Volunteer Fire Department, Kellerton - The funds will be used for fire operations and firefighter safety. The total costs amount to $8,200. Ninety percent of the costs will be covered by the grant, leaving $820 to be covered locally.
$244,734 - Pacific Junction Fire Department, Pacific Junction - The funds will be used for fire operations and firefighter safety. The total costs amount to $271,926. Ninety percent of the costs will be covered by the grant, leaving $27,192 to be covered locally.
$36,891 - Prescott Fire and Rescue Department, Prescott - The funds will be used for fire operations and firefighter safety. The total costs amount to $40,990. Ninety percent of the costs will be covered by the grant, leaving $4,099 to be covered locally.

You guys continue to do a good job keeping us updated.
The third round was officially announced on 8/12. The fourth round should have been announced on 8/26. It is now 8/28 and no sign of an announcement. Do you know why there is a delay? Sounds like some have heard thru alternate sources, but still no official word. Any info would be appreciated and keep up the good work!

Fema guys have to tell the congressional guys before they inform the little guys they've got the grant. And the congressional guys never seem to be in the office. That's what delays the posting of the new rounds.

Just got off the telephone with our Congressman's office...We're not on the Round 4 list:( :( DOesn't look like anyone in our area is getting anything this time around...
Lets see:
No rejection letter
No requests for additional information
No 1099A
No "five" questions
No grant yet....
But we gots LOTS of FRUSTRATIONS!!!!!!!!!!!!!!!!!! !!!!

I, as you did, called and I am not on the list for Texas in round 4 and I haven't seen or heard a word from FEMA. The waiting is the hardest part. My guess is that round 5 will be very large. With the info that I have seen, round 4 will bring the total awards to around 86 million dollars and a little over 1000 grants. I know that FEMA gets a cut for admin costs, but at one round a month, as in August, that only leaves round 5 to give out some 50 to 55 million dollars, before the September 30th deadline. From what I have seen so far the more they award in a round, the longer it take's to make the announcement's. I asked the question at the begining of the month and the Web-Team's response was kind-of unclear about when a grant is concidered to be awarded. I don't know maybe I just have to much time to think about it. Everyone STAY SAFE, and GOOD LUCK!! :D

Willie, same boat here. Heard nothing. At least we haven't gotten a rejection letter yet. I did hear that a neighboring departmet received the 5 questions recently but so far no one in our 4 county area has received a grant yet (at least before round 4 announcements).
JAMESBENNET, I hope you are right about Round 5 being big and I hope everyone is on it! The waiting is killer. Wish FEMA would at least put updates every couple of days or once a week on their website that says at least they are still working on it but can't blame them since I would rather them be busy giving out awards than playing on their website. I think at this point I would settle for a post like this "Round 4 News: Nope, nothing yet! We're still working on it. Check back tomorrow! Thanks, FEMA."

Hey folks: we found the winners for round 4 in our state, in a press release on our Governors web site. Our senators and congressmen have never said boo about any of the winners. The press release was posted August 22. No cigar yet! Last year we never heard a word till the very end, this is getting painful, fingers crossed to tight!

HARRISBURG (Aug. 26) -- On behalf of Gov. Mark Schweiker, State Fire Commissioner Ed Mann today announced that 26 fire companies in 24 counties have received $1,441,253 in federal fire grants.
