BUSHFIRE BLAZES CONTINUES
RICHMOND VALLEY & TENTERFIELD

NSW Rural Fire Service crews continue to battle 2 blazes burning in the Richmond Valley District and 1 burning in the Tenterfield district, which started on Wednesday.

The first fire burning at Bungawalbyn in the Elliots road area, was fanned by strong winds fanned the fire, causing it to jump Bungawalbyn Whiporie Rd and continue burning to the East, through the Gibberagee State Forest.

NSW Rural Fire Service crews, along with State Forests firefighters, will continue efforts to contain this fire throughout the day by establishing containment lines along the Eastern flanks of the fire.

Another fire burning in the Bora Ridge area, jumped Myall Creek Rd yesterday afternoon, with the fire now burning through the flood reserve and private property in that area.

NSW Rural Fire Service crews worked tirelessly providing property protection to several properties in the area yesterday afternoon and into the evening. Unfortunately a caravan and holiday dwelling were destroyed, however several properties were saved by brigade's backburning around them.

A fire burning in the Tenterfield district, through the Rocky Creek area, has now burnt out approximately 300 hectares of bushland, however fire crews are working to establish containment lines on the Eastern side in grazing country.

Inspector Matt Inwood said "Fire fighting efforts were somewhat hampered yesterday by very strong winds, combined with high temperatures and low humidity, however we are expecting more favourable conditions today."

"The whole north coast area is experiencing extremely dry conditions, creating often volatile conditions for firefighting. We are appealing to the public to help avoid new fires starting and to report any new outbreak on Emergency 000."

THURSDAY 26TH SEPTEMBER 2002 (MORNING)
COOLER TEMPERATURES, CALMER WINDS AID FIREFIGHTERS.
KEMPSEY

NSW Rural Fire Service crews in the Kempsey area took advantage of cooler, calmer conditions overnight, working tirelessly throughout the night to complete property protection backburns for more than 20 properties threatened by fires burning in the Pipers Creek and Dungay Creek areas.

The fire has burnt out in excess of 2000 Ha, fanned by strong blustery winds blowing from differing directions during the daylight hours. These weather conditions made fire fighting extremely difficult for the Rural Fire Service volunteer crews, who were assisted by crews from the NP&WS and State Forests.

Superintendent Warwick Roche, Incident Controller for the Kempsey area, said that the moderate weather conditions experienced overnight were expected to continue throughout today and after crew changes had been effected this morning, extension of containment lines would continue.

"After a helicopter flyover of the fire area this morning to pin point the perimeters of the fire and assess the situation, we will be tasking the crews of all three agencies to extend our containment lines in the south east and north western sectors of the fire" he said.

"We are also closely monitoring a second fire in a remote area of the Kumbertine National Park, about 15 kms south west of Kempsey. Three units are at present attending that fire, which has burnt out about 50 Ha. The expectation is that we will establish containment lines around that fire over the next 12 to 24 hours" Superintendent Roche said.

Question regarding a past fire in TX:


USA, TEXAS, MULESHOE, Sept 20 2002.
Deadly blast at CO2 plant in South Plains.

Investigators continue to search for the cause of an explosion at a South Plains CO2 plant that killed one worker and injured three others. Authorities say the blast at the CO2 Services Incorporated plant destroyed one of four 60-foot-long storage tanks and damaged the other three. Each carbon dioxide tank is about 15 feet in diameter with walls about an inch thick. The force of the blast blew large chunks of metal weighing between 300 and 500 pounds each as far as a quarter-mile in every direction into nearby cotton fields. The plant is on Farm Road 1760, seven miles west of Muleshoe and ten miles from the New Mexico line. Muleshoe Fire Chief Richard Ronek said that it looked like a big bomb had gone off. Precinct Two Bailey County Commissioner C-E Grant Junior says workers had been applying insulation to the pressurized tanks earlier in the
day. He said the worker who died was on top of one of the tanks. The three injured workers were treated for cuts and bruises at Muleshoe Area Medical Center and released. Their names haven't been released.


Question: Why would something like this happen with CO2?


Dave Williams, dave.e.williams@affiliatedfm.c om asked some of the folks in Factory Mutual Research for their take. Here is John Sharland's reply...

Answer: Always glad to help you understand these phenomena.

Carbon dioxide is stored as a liquid under pressure. There is a vapor space at the top of the tank to allow for expansion. The pressure in a carbon dioxide storge tank is 20 atmospheres (300 psig) at -20C.

The phenomena which occured is known as a P-V rupture. This is a physical explosion and is covered in Section 11.3 of the attached data sheet 7.0. This is an elegant little data sheet that explains explosion phenomena. Explosions are gas dynamic. An explosion is "a rapid equilibration of a high pressure gas with the environment. The equilibration must take place so fast that the energy is dissipated in the form of a shock wave." All explosions are explained by Section 10 of the data sheet.

My speculation on this incident is that the insulating of the tank involved the attachment of metal pieces on the shell of the tank to hold the insulation. The hot work or physical work weakened the shell of the tank and when the high pressure and very cold carbon dioxide was re-introduced into the tank, the weakened part of the shell underwent a brittle fracture and the tank came apart explosively. A piece of this tank impacted the adjacent tank and caused it to fail at it's normal pressure.

The TNT equivalency of an explosion of the carbon dioxide tank can be approximated using Data Sheet 7-44. To keep the discussion simple, 7-44 would say that the TNT equivalency of this explosion was "a lot."

With your gracious permission, I have copied some interested parties at Chemical Operations and at Hazards Engineering (Staff Engineering). Larry Moore is working on some improvements to data sheet 7-0 and he is keeping track of these P-V rupture explosions. Some think they are rare. They are not.
