You can look at these vendors: cmcrescue.com, rocknrescue.com, techrescue.biz, pmirope.com, yatesgear.com, petzl.com, karstsports.com. You could also use a search engine such as google.com to search for rope or technical rescue vendors. As far as the training goes, ropesthatrescue.com,and riggingforrescue.com are two well respected companies that provide in depth training. I would also recommend an on-line search for rescue training that may turn up a local vendor for you. Do you have a state fire academy that offers training?

The two training companies that Litch mentioned are excellent. If you are going to go take some training, either one of the two would be great. If you are looking for some online stuff to look at there is an excellent paper called considerations for rope rescue at:
http://www.basarc.org/papers/roperescue/index.html
If have not had any previous rope rescue training, I would strongly recommend you take some training before you attemp anything. There is alot more involved than just setting up and going over the edge.

The Maryland Fire and Rescue Institute (the University of Maryland's fire/rescue/ems training arm) will be holding a 48 hr rope rescue course at the northeast regional training center in Aberdeen, Md. (I95,45min. from Philly) in November. Try www.MFRI.org or 1-800-ask-mfri. Best Wishes.. Stay Safe....

All the already mentioned places are excellent for equipment. For training, I suggest Spec Rescue International http://www.specrescue.com/ or PRISM Resue Taining Services (sorry, don't know the website). Both are excellent companies and the instructors are FEMA taskforce members. Spec Rescue is out of Va. Beach (using VaTF-2 members). I'm not sure exactly where PRISM is based, but a bunch of the instuctors are from VaTF-1 out of Northern Va.
