HELP!

Our township consisting of 4 Fire Districts and 2 First Aid Squads, has finally come to an agreement that we need to begin a Technical Rescue Team. I am looking for any help to get this started. We are looking to make this a cooperative effort between the Emergency Services. When I say Technical Rescue team, we are looking to train for High/Low angle, Trench, Confined space, Rapid Intervention etc..

Thank You

NFPA 1670 is a great resource.

Chief Badler,
Seems you have already decided on the disciplines that you are going to do. Start looking for training and equipment. NFPA 1006 standard is what you should be training to. Is your state IFSAC or Pro-board accredited and are you looking for certification? Is the company doing the training accredited and able to give certification? In addition, cost can vary so shop around.
Get equipment that can be used in more than one discipline. A confined space rescue harness can be used for both confined space and rope rescue. Once again shop around for the best deals. SOG’s are going to be very important. You can find them on the internet for all the disciplines, so why re-invent the wheel. In your SOG’s set minimum requirements for continuing education. What will happen if a team member does not keep their skills up? Training time will be another consideration, being a volunteer department; do you have the ability to keep your skills up? Do your people have the time to give being a volunteer department? A large amount of dedication will be needed from everyone. You have a lot of work ahead of you and if I can help E-mail or call me.

I think you're getting some good advice already, but let me know if you need assistance with SOGs, etc. I can e-mail you copies of ours if you like, but I would only recommend it if you have broadband access (big file). Feel free to PM me.

Pierce County WA has a technical Rescue Team that is is made up of five individual Departments. Small to moderate size departments. They follow NFPA 1670 as a guideline and have techs for all discplines except vehicle and machinery rescue. Gig Harbor Fire and Medic One is the lead agency. (253)851-3111. Might help?

GOOD LUCK STARTING THE TEAM. FIRST OF ALL FUNDING. MONEY IS NEEDED FOR EQUP. AND TRAINING. GOOD STUFF ISN'T CHEAP AND BUYING STUFF THAT WILL "GET BY FOR NOW" IS DANGEROUS. TRAINING IS THE SAME WAY. ALSO REMEMBER THERE IS A DIFFERENCE BETWEEN CERTIFICATION AND PROFICIENTCY.
THE TEAM WILL NEEDS LOT OF TIME AND ENERGY. THIS IS ASKING ALOT. BE SELECTIVE ON WHO IS ON THE TEAM. EVERY ORGINAZATION LARGE SMALL VOLLIE OR CAREER HAS THOSE WHO ARE SUITED FOR THE WORK. AND THOSE WHO ARE NOT. SOME HELP FOR FUNDING. ANY LARGE INDUSTRY IN YOUR JURISDITION PROBALY HAS CONFINED SPACES. OSHA SAY THES BUISNESSES MUST HAVE ACCESS TO CON. SPACE RESCUE TEAMS. USE THAT TO HELP RAISE FUNDS. DO IT TACTFULLY. MOST COMPANIES ASSUME THE LOCAL FIRE SERVICE HAVE THIS CAPABILITIES. I KNOW SEVERAL FD WHO HAVE CONTACTED SUCH BUSSINESSES AND FOUND THE COMPANY EGAR TO CHIP IN. A LITTLE MONEY SPENT HERE AND THERE IS BETTER THAN $150,000 FINE PER INFRACTION. ALSO ALOT OF GRANT MONEY IS OUT THERE FOR TECH RESCUE. LOOK IN THAT. FEMA HAS SOME FREE PUBLICATIONS AT THERE WEB SITE ON TECH RESCU. ASK AROUND TO THOSE THAT HAVE BEEN THERE AND DONE THAT. GET DIFF OPINIONS.
THERE ARE MANY WAYS TO DO ANY GIVEN TASK. THERE NEVER "ONLY ONE WAY".
JUST A SAFE WAY

Chief

It has been nearly 10 years since we started our TRTeam. For nine of those years all we did was train this past year we have had two true incidents. One we had a 8 or 9 year old boy cought in a corn augger, the other was two construction workers in a trench. Both of these runs were out side of our district. The best way to do this by showing the need. Use your buisness, construction company, regional constuction councils, to help with off setting costs. Is your area growning where you could have multiple open trenches. Do these construction companys have to have permits. If so get your local goverment body to tack on extra cost for open trenches with that money going to the department for funding.

Just to let you know Im with the Fishers Fire Department in Fishers Indiana. We are the quickest growing community in Indiana and in the top twenty of the US. We are just on the north side of Indianapolis. Which this week is holding the FDIC show and classes. If you have any other questions feel free to get ahold of me at my email.
