I am currently an officer with an all volunteer FD, who like everyone else, is having trouble obtaining new members and retaining old ones. I am kicking around the idea of going to a paid-on-call status but have no clue where to begin on this.
If anyone has any advice, I would be greatly appreciative.

I don't know if this is going to help or not, but I volunteer at a Rural Department with two paid staff (Chief & Fire Marshall). A few years ago the volunteer chief officers, one A/C & one Div. C., started receiving a $300 stipend per month from the boardof directors, as per request from the fire chief. This is mainly in part because of weekend "on-call" coverage performed by all officers.
Now, our volunteers get a "clothes reimbursement". Which is alloted by: the training level of the volunteer, & participation in emergency and non-emergency events (training, fundraisers, meetings, etc.). It's not much but it does help. I've never heard anyone complain about it :)

Shoot me an email if you'd like, I work for 2 Departments, both have a pay system that works well for them. They are bit to detailed to rattle off here.
