Try searching the USFA web site (www.usfa.gov). Most of the publications are free to fire departments. I have had good success using them.

good resources for volunteer fire departments. they have retention and recruitment information out there too.

Our department has assembled a recruitment committee to address problems and solutions with recruitment and retention. A interesting and valuable resource available is through www.FEMA.com , title "Solutions to recruitment and retention in the volunteer fire service". The publication is free and mailed at no charge. I highly recommend the book.
