Is there a good resource for the number of civilian fatalities in large cities each year for the past few? I didn't have any luck with national NFIRS.

NFPA Fire Statistics Trends (http://www.nfpa.org/categoryList.asp?categoryID=95 3&URL=Research%20&%20Reports/Fire%20statistics/Trends). These are national statistics, not broken down by city, so not sure if that helps.
Some larger FDs may have statistics of their own on their websites. State Fire Marshals offices are another good place to check, though those will probably be state-wide statistics.
