It isn't in one big bag but the heavy rescue has a number of tools that would be used for such an incident.
First, we get the maintenance man by us for expert assistance with the disentanglement.
Tools available are a standard/metric socket set (craftsman 145 piece set), an impact wrench with sockets, 18v DeWalt cordless saw, pry bars, other hand tools (screwdrivers, pliers, etc) Inspection mirror, soap solution, smaller wood wedges, 18v drill/driver and of course all of the heavy tools like the Amkus, airbags, etc.
Stuff I've used in the past that I would like to add. A porta-power set, some steel wedges, and wizzer saw.

Addison posts someone at the item that needs to be locked out, Winfield has a kit but also posts someone there.
The problem we have run into is their are so many things that could be locked out the average kit doesn't have everything for every situation. So that is why we post someone at the source.

Our station has a kit for the items that we may lock out in the house, but that is about it.
