replaced wheel bearings

A brush truck we have 2006 f-450 I believe, has had to have the front wheel bearings replaced recently. This vehicle has had the front wheels submerged before for a short period of time, but the wheel bearings are supposed to be sealed as I thought? Has anyone else run into this and were your front wheels always dry or have they been submerged?

Do not apologise--there was/is a fleet of "Green Goddesse's" that a full time guy, was employed. His job?Rotating the wheels so that the bearings did not get a "flat" on the bearing surface.
