No using a tactical type vest for US&R work (looked at them) We use speedgear type setup.

pretty much holds everything we need and wears nice.

Look at infinitygear.com.
Carrying PPE - respiratory, hearing, eye. FOG and other reference materials. Marking crayons, stuff.

The team I'm with doesn't issue web gear (yet), but I picked up some equipment from Gear911 that works well. Their "Helitack" line has lots of option and is reasonably priced.

I carry some small hand tools like cable cutters, diagonal cutters, a multi-tool, and a FOG manual (in the fire shelter pouch), a small drop bag with 50' of rope and two carabiners, notebook (Rite-In-the-Rain), pen and Sharpie, clear and dark safety glasses, hearing protection, dust masks, a couple of snacks (Clif bars, etc), two bottles of water, an LED flashlight, and an extra pair of gloves. I also have an add-on backpack if needed, and carry raingear or extra dry/warm clothes if the weather is bad.

Talked to one of our team managers over the past weekend and he mentioned they are looking at this system:

Each Team memeber would be issued a LBV and the rest of the add-on parts wold be with our cache.
