We are a city dept with a pop. of around 85K. 4-man engine and trucks, deputy with a driver, and a 2-man heavy rescue. On scene in less than 4 minutes with 20 men. What are our chances of getting manpower to fill out the rescue to 4 per shift (8 new firefighters total)? I told the dept our chances were 0.
What are our chances realistically of being awarded. I think they are slim?

I'm inclined to agree with you that the chances are slim to 0. Based on NFPA 1710, your department's "Initial Full Alarm Assignment Capability" is far superior than what is required. More manpower on scene in less time, than required by the standard.
Additionally, you meet the 4 man minimum for the engines and ladders. There is no minimum for the rescue; that is determined by the AHJ based on hazards etc.
IMHO, I don't see the application being funded.
