Last year's limit on SCBA was 5000, is a cylinder (or 2) required in that cost? Or can you utilize cylinders already owned and still spend 5000 a pack?

You can use existing cylinders, but there will be a corresponding max limit for SCBA w/out cylinders something less than $5,000. Maybe something like $3,500, but don't hold me to that figure.

The main thing that they are going to look at is the application and the narrative as to what you requested. IF your application said that you only want the packs but no cylinders, they will only give a preset amount. If you requested two cylinders with the pack and don't purchase them you could have to give some of the money back. Best bet is to contact the local region rep or the help desk prior to purchase.
