Default Paducah going Paid/Volunteer?

This apparently was a spur of the moment idea for the Mayor of Paducah.According to the local news talk shows,the citizenry is NOT happy about this idea.

Wow. I always knew that the City of Paducah was pretty dysfunctional, but they are rapidly sinking to a new low.

For a town that manages to pull of some pretty progressive moves, they sure don't seem to mind shooting themselves in the foot just for the hell of it. Why does Paxton keep getting reelected, anyway?
