i take that as a no......hoping we find out soon, we have excess funds to spend from a 2007 equipment grant and i don't want to request to use those funds for the same thing we applied for through fp&s.......no choice but to wait i guess.....

I would file the amendment for use of the excess funds unless there is not enough remaining to purchase what you need. That money has already been allocated for your department. I would think you would have a better chance of an amendment being approved than to try your luck against all the new competition in the FPS program. Best of luck.
