Countries to ban cluster weapons

DUBLIN -- A draft treaty for a worldwide ban on cluster munitions was adopted yesterday, although most major powers did not attend the meeting. The gathering made the final step toward agreement after a promise from Britain to stop using the devices.

While it has great intentions the US and Israel refuses to sign any type of treaty. Instead they are developing more "effective discharge" munitions so there will be less duds.
It is more useless feel good paper.
The major powers aren't going to sign on because CBUs are effective weapons. The smaller guys don't have a problem signing on because 1) it makes them feel warm and fuzzy and 2) they know if the flag goes up, they're gonna be hauling US Rockeyes underwing regardless of any treaty.
