Hi,
If the army hires someone for a permanent gs spot under 0081, will they pay for some or all of the moving costs?

The only way you could get moving costs covered is if you, as a CURRENT permanent employee, were RIF'd from your current spot and they found you a new spot elsewhere.
Under no circumstances would a new hire get moving expenses."Loyalty Above all Else. Except Honor."

DOD does NOT usually pay for PCS on new-hires. They are allowed to but usually don't due to the vast amount of potential employees to choose from. PCS payments are usually reserved for priority placement and upper management employees. However, one can ASK for a hiring bonus to offset the moving costs. I wouldn't bet on getting one, but if you don't ask you will never get because it is not something advertised. And be advised, if they do offer a bonus, you usually have to sign an agreement to stay-put for at least a year.
