    Arrow CEDAP Waiting Room

    Is it too early to pull up a seat at the CEDAP waiting bar?

    The RKB has this schedule...
    Friday, 07/11/08: As of 1700 EDT, SAAs will no longer be given the ability to Non-Concur for applications in Eligible status. They will only be allowed to review applications in Eligible-Re-endorsed status, and will be permitted to Concur or Non-Concur on those.
    Wednesday, 07/16/08: As of 1700 EDT, no further HOA endorsements of applications in Resubmitted status will be accepted. Applications in Resubmitted status will remain there and will not be transmitted for consideration.
    Monday, 07/21/08: As of 1700 EDT, SAAs will no longer have the ability to non-concur on applications. All applications still in Eligible or Eligible-Re-endorsed status at that time will be transmitted for consideration.

    .. but what about after that?
    CEDAP is new to me... Does anyone have any insight as to the process for "consideration"?

    <-- gonna need good carpet in the hall though to hold up to this bunch...

    Those are the three steps that need to occur with every CEDAP application. Your application online should denote that you have had HOA concurs, SAA concurs etc.

    Wink CEDAP Review Process

    All applications in Eligible or Eligible/Re-endorsed status have been transmitted to the CEDAP Program Office, where they are dispersed to Subject Matter Experts who score and evaluate. The evaluation process takes roughly a month or two. Once DHS announces the results, emails will be sent to all the Applicants and statuses will be posted on the RKB. The CEDAP Program Office will also contact each individual department that have been selected for award to schedule training sessions for the requested equipment. This is generally how the review process goes...and yes..for right now, it's just a waiting process..~!!!

    I don't think they can respond right now guy and I would be willig to bet that awrads are further delayed. As is the government's usual tactic, they can take something good and screw it up royally. Rumor has it that the current RKB staff, in its entirety, will be looking for new jobs come next week when a new company takes over their function. Apparently, somebody thinks they can do it better and cheaper as far as running the computer applications side of the program. Funny, I thought they did a pretty good job running this program over last three years or so and they communicated with us much better than any other grant program we work with. Oh well, as they say, only the good die young! We can only hope the "replacements" do half as good a job as RKB Manager was at keeping us informed other wise its back to the caves and being treated like mushrooms once again.Let's see how long it takes to get the awards out now?

    I just tried logging onto rkg and it sent me to a godaddy site saying the site has been parked. I guess that not only is the staff being replaced so is the whole web site.

    WASHINGTON, D.C. -- The U.S. Department of Homeland Security's (DHS) Federal Emergency Management Agency (FEMA) today announced the award of equipment and training worth $17.6 million to 1,045 emergency response agencies in 46 states and the Commonwealth of Puerto Rico under the fiscal year 2008 Commercial Equipment Direct Assistance Program (CEDAP). Since the program's inception in 2005, DHS has provided roughly 6,800 CEDAP awards worth more than $120 million to support all hazards response capabilities in smaller jurisdictions around the country.

    "These grants provide smaller law enforcement, fire and other emergency response agencies with funding for essential equipment and training that might otherwise exceed their finite resources," said FEMA Administrator R. David Paulison. "CEDAP strengthens our country's overall preparedness by helping to equip our first responders with the tools they need to protect their communities, and themselves, during an emergency."

    Eligibility for CEDAP is limited to law enforcement agencies, fire departments and other emergency responder agencies with specific financial and capability needs. FY 2008 CEDAP funds equipment and training in five categories: extrication devices; thermal imaging, night vision and video surveillance tools; chemical, biological and radiological detection tools; information technology and risk management tools; and vehicle tracking tools.

    CEDAP equipment awards are integrated with state planning processes for regional response and asset distribution. Each state's administrative agency has the opportunity to review applications submitted by first responder organizations within their state to ensure that equipment requests are consistent with their state homeland security strategy.

    CEDAP is a highly competitive program that works in conjunction with other DHS grant programs to help strengthen the regional response and mutual aid capabilities across the nation to increase overall preparedness.

    Of the 1,045 FY 2008 CEDAP awards, 830 (79 percent) were awarded to law enforcement agencies, with the remainder awarded to fire departments, emergency medical service, emergency management and public safety agencies.

    If this is correct only 218 awards will go to FDs/EMS which confirms the 80% LE and 20% other theory. Letters informing the winners should be forthcoming during the next several weeks.

    Went to the web site and HOT DAMN!!!!We got rescue tools. I have to give alot of credit to Kurt. We hosted his grant class in Montgomery IN. This is #2 for us.
