I am needing info and sugestions on a Rules & Regs book for a county of 12 Volunteer and 1 Combination department. Problems we are having include departments responding to scenes not requested too, self-dispatching. Firefighters running code where the call dosen't need such response,( Lift Asist, Power line down- no fire) Also responding code in POV to vehicle or other fire with no Engine enroute yet. Just mainly looking for example of rules & regs on basic condust and such. Also needing info on possible penalties to departments and firefighters when each department is an individual non-profit or city.
