New member seeking NFIRS Policy Help

I recently attended the NFA's NFIRS Program Manager class in Emmitsburg and each class member was assigned a project for completion upon leaving. The scope of my project is that I need to create a policy for sharing NFIRS data with other agencies. Most specifically, I'm looking for ways to share my data with requesting outside agencies such as police, fire, and perhaps media while maintaining some control over what is extracted and to whom. Our department has two NFIRS Program Managers and I want to be sure that any data that is released/shared is first reviewed/filtered by me or the other NFIRS Program Manager.

I've hit a wall with my project since no area departments have a
policy in place for releasing data. I do have a few leads from the
USFA TRADENET email service, but I still have yet to find a
department, nearby or otherwise, that have such a policy (written vs.
"all requests must go through the Chief and are reviewed on a
case-by-case basis"). Any help would be appreciated! THANKS!
