I'm in the process of developing a product (with Arizona State University) for the fire fighting and EMS industry. I would love some input from anyone who is willing to "lend a hand."

In general, how do Fire Departments fund investments in new equipment? Is this generally budgeted into a normal yearly budget? I also know that bonds and grants are common as well? Would someone mind helping me understand how this works in most cases?

Also, is anyone aware of how the current financial crisis is affecting these sources of financial support?
