SCD v/s On Station Seniority

Question for all..I am trying to find out which bases use Service Comp Date (SCD) for seniority when picking Vacation Annual Leave (VAL). The alternative is picking VAL by on station seniority. I have looked for something pertaining to this in OPM regs, but have been unable to find anything. Any light you might shed on this would be appreciated. Our local is requiring us to compile a list of bases that use SCD for seniority during VAL picks. Thanks in advance for any help you might offer.

For (VAL) we use station senority. We only use (SCD) when there is a tie between multiple members hired on the same date.

Our Chief left it up to us to come up with a solution.

For Vets, they all wanted SCD.

Senior guys that have been here of course wanted it by FD time.

Both have their arguements.

We choose A/L picks by rank and then SCD.

Navy Region NW uses SCD.

We use station senority for everything but rifs but it can vary by base, region or Union contract.

Aberdeen Proving Ground uses station seniority, which is in their negotiated contract.
