This question is for combination departments. Do you have different requirements for line officers ? How do career staff feel about being supervised by volunteers ?

My department (20 career/70 volunteer)is civil service so the few career offficers (5 total) we have must pass a competitive exam (written and oral) and then be placed on a promotion list. Volunteer officers are appointed by the career Chief, they must have a few minimum certs only and are often political appointments (in other words who is popular and will keep the volunteers happy). This is causing problems since the career staff have little or no respect or confidence in the volly officers.

Looking for what other departments in similar situations do.
