Does anyone know of any laws and/or requirements for a town to have a secondary means of notifying first responders via siren or horn?

As far as I know and have researched I don't believe there are any NFPA guidlines or regulations that require a secondary alerting device. With our dispatch area one town still utilizes the Air Raid siren as a secondary warning device and the other has disabled theirs and rely's only on 1 alert style system.
The item that would be affected is the towns ISO PPC rating which increases without the use of a secondary alerting device... http://www.isomitigation.com/ppc/0000/ppc0001.html
