Update/Changes to 2009 AFG

Just got back from a workshop. Thought I would pass along some key points that were brought out during the workshop.

2008 AFG Awards: By March 1st all departments will know the outcome of their grant applications (awarded or DJed).

2009 Application Period: March 16th-April 17th (tentative, not written in stone).

2009 AFG PG: Will be out close to the application period. No significant changes to PG.

New for 2009:

1) Level of response for EMS focusing on ALS vs. BLS

2) Wellness & Fitness

3 highest priorites: Entry level physicals, Physical assessment for on board, Immunization

Physycal agility assessments & fitness equipment next priority

3) Modifications to stations

Structures built after 2003 ineligible.

Stations with sleeping quarters and occupied 24/7 are the highest priorities.

Exhaust extraction systems (like Plymovent) are a higher priority.

4) Vehicle Aquisition

Awardees must comply with Chapter 6 of NFPA 1500.

SOP/SOG's should require everyone to wear seatbelts and drivers to obey all traffic laws, signals and signs.

5) Excess Funds

Up to 50% of excess funds can be used for training and/or wellness & fitness initiatives with approval from DHS through an amendment request.

Forgot one thing: a new segment was added to the workshop. It dealt with procurement integrity.

Thanks bugle. It sure will be nice to have that 08 app awarded or dj'd. The waiting game for some is almost over, just in time to start it all over again. WOO HOOO!

Went to one yesterday, the only thing i would add is that our FPS was pretty clear that the NFPA 1001 training was more like a "survey question" with no penalty for not being 100%. She mentioned that they were surprised (and skeptical) by the number of depts that said they were 100% on the 2008 app--see onebugle's mention on integrity.

earl (we were 100% ff2 last year, got two in training this year)

We have moved toward the IFSAC testing, for all of our career personnel, and all of our poc personnel have one year to reach their ff1, and then they must moved toward ff2. The career personnel's promotion structure requires their IFSAC to advance including FFI, FF2, Haz Mat Awareness, OPerations, Aerial operator, mobile water supply, and officer.

The same thing on NFPA 1001 was mentioned by our FPS also. They understand that departments are not 100% compliant, just make sure in the narrative you mention how the department is addressing it.

Thanks for the info! With any luck they'll have a workshop closer than what they've got scheduled now. As it is, I'd have to drive about 2 hours to get to one.

Just thought i should comment about this...talked to two afg contacts and this is a big deal....mind your p's and q's and look up the federal regulation Title 44 CFR....and read it.....and follow it....

Also hose was pulled as a regional eligible project. Only training and communications are now eligible.

OK, just so I have this straight, I want to ask. This year we could see more focus on ALS projects as opposed to BLS projects?

Also, only training and comms are going to be listed as eligible regionals? One couldn't put in for something like CO oximeters for multiple departments or other projects that aren't training or comms, but also aren't hose, PPE, or other items specifically listed as ineligible?

Yes, the focus will turn towards ALS projects vs. BLS. Doesn't mean that you can not apply for a BLS project, but it appears ALS will have a higher priority this year.

As for regional grants the FPS stated and the handouts show that there are only 2 eligible projects: training & comms; nothing else.

According to the FPS at the workshop that I went to, training & communications were given as examples of regional projects. He said they were not limited to those. However, PPE & SCBA were ineligible regional projects.

Brian,

Do you know if electronic accountability systems (Grace system specifically) will be eligible for a regional project? We had applied as a sponsoring agency for 14 departments for a regional system and just received a DJ. We were considering reapplying for 2009.

Thought that was under communications also but just got word no electronic accountability either. Radios, pagers, MDTs, CAD, etc. Checking on preplanning as part of an MDT system, didn't ask that until I just thought of it now.

You can actually read it for free. This page has a link at the bottom. You'll have to create a sign-in, but there's no cost.

Chapter 6 goes into apparatus safety features, Driver/Operators, passengers, inspection and maintenance, and tools and equipment.

You'll probably have to tell them in your narrative about how you're addressing the requirements and how you plan to implement those requirements you're not meeting.

I don't know if you've read it, but I would recommend anyone doing so. There's a lot of things in there that a lot of departments I know that think they're following 1500 who actaully aren't. There's parts addressing stopping at all stop signs/red lights when running lights/siren, coming to a complete stop at unguarded RR crossings when non-emergent, having a driver's license for that class of vehicle, etc.

Just make sure you're meeting the requirements before you say you are.
