    No clue obviously until we see more info on the program, but I'd wager a sizable bet that whatever is funded will be strictly for fire operations. Community/meeting rooms would most likely have zero consideration. They've changed AFG for the same reasons.

    I too am a little confused concerning the funding for AFG. During Michael Paddocks webcast last thursday his screen topics came up that the '09 year was being funded at 550 million dollars. I understood it had been cut to 300 million, down from 450 million originally. Then during the webcast it showed that the AFG program for '09 was now going to contain 550 million. It says directly in response to the stimulus. Is FEMA officially announcing the larger amount and going to stay with it no matter if the stimulas is signed into effect or not? Or are we going to get our hopes up and end anyway with the 300 million instead with a excuse attached? He also mentiioned a continuing of the AFG program beyond 2010.

    I just got off the phone with US Senator Pat Robert's office and they advised the 200+ million is being handed down to the states to distribute. Also if any Kansas people are on here LT Gov Parkinson is on the committee to disperse the stimulus funds

    After meeting with our regional FEMA rep last night, they said that the 210 million will be distributed as a competitive grant done just like the AFG program.

    I am not sure anyone knows right now. I really hope that it happens through FEMA, as I worry about the states funneling off money for administration etc on top of the administration fees FEMA can use.

    Of course, if you really want aggravation, look at some of these projects. 99K for doorbells?

    Make sure and keep us updated if you hear anymore on this deal. My mom works for a Chamber of Commerce and does a good job staying in the loop on grants, so I'll do the same if she gets any info before one of us does.

    How'd the meeting with FEMA go? I assume that was your kick-off meeting, or whatever they call it? Hopefully you'll get some good guys like we've got the last few times.

    Does anybody have any real idea of how to apply for these monies for fire stations? I understood the AFG grant only allowed 100,000 for station items, so what grant are they talking about?

    We've been searching for a funding source to replace our 50 year old steel building that barely holds up in the tropical storm winds, and is too small to house a normal sized pumper....
    Maybe this will be just the ticket... no breath holding however...
    Got a call into my Senator's office... no reply yet...

    I'd be willing to bet that any project currently in progress isn't qualified for funding. I won't guarantee that, but typically it's not allowed in other grants, including AFG.

    From what I have been told so far, the States will each receive a certain portion of Stimulus Billm, with that money having allocations for specific funding areas which include fire stations.

    In Ohio, go to the Governors web site and fill our the project summary, as I am told through this site and people connected to it, and other agencies within the State, they will have meetings scheduled to complete the request in full prior to awarding any grant request.

    Have been told also that these will be competitive, but with the Stimulus Initiative, they are looking at agencies that are ready to so what is under their request in a short period of time, hence the word Stimulus, (shot in the arm).

    I would however contact your local congressional people to inform them that you have applied for this and to seek their support in anyway possible.

    AFG is still at $550mil, it was never in jeopardy since it's a separate package of dough.

    I see a lot of that station money going to state admin costs, happens with every other program. And if it's $210mil for 50 states, talking $4 mil per state. That's not going to handle a whole lot of building projects. Beats nothing but not quite what it's trumped up to be.

    Okay everyone here is what I found. 210 million for fire stations construction and renovation. If you look at the actual text signed by the president the section is only one paragraph long. I called our congressional delegation and the two senators knew very little about it. According to Carol She-Porter's office the money will be distributed as a competitive grant through AFG. I then called our rep for AFG who confirmed that it was his understanding it would be under AFG but they had no idea how it would be coordinated at this point. Still way too early. Still many questions to be answered will there be a match? will programs already funded be eligible?

    I see two possibilities:

    1) It's for structural only, nothing in the current AFG eligible (alarms, sprinklers, exhaust). So all things building such as roof, walls, HVAC, plumbing, wiring, etc, etc.

    2) All building related projects including the alarms, sprinklers, and exhaust.

    In Case #1 from a software nerd perspective, the easiest would be to add it as a project type to the existing AFG setup, so regional, Ops, Vehicle, building. Something like that could be done pretty easily from the app site perspective for the 2010 app period. Or done like SAFER and FP as an additional app period.

    Case #2 if it were a separate app period then they'd have to do some checking to make sure people didn't ask for the same thing from the regular AFG to have two apps in the mix. Easy enough to modify dropdown menus and other stuff like that to fit a new application type. Nice to see that's how they're thinking of doing it, that's the most cost-effective means possible versus giving the money to the states to reinvent the wheel.

    The following is from the paperwork listed on the White House web site which states it is what was signed by The President. (Page H1419)

    "FIREFIGHTER ASSISTANCE GRANTS
    The conferees provide $210,000,000 for firefighter assistance grants instead of $500,000,000 as proposed by the Senate and no funding proposed by the House. As proposed by the Senate, funds are provided for modifying, upgrading or constructing non-Federal fire stations, not to exceed 15,000,000 per grant. The conferees expect this funding to support nearly 2,000 jobs based on an estimate by the Department of Homeland Security."

    Stations are like any other grant project, have to know need and cost which can be done anytime and then updated periodically. Can't believe they capped it at $15 million, shouldn't even have to be that high. As far as I'm concerned facia should be local costs like brick front, etc. Grant monies get it built, local funds make it look pretty. Heck, can probably even couple this with an environmental impact grant for alternative energy sources.

    Funny about the local match thing on SAFER hiring. That would be the quickest way to make layoffs happen Day 1 Year 6. If departments can't handle the local matching now then there's going to be 0 points for project sustainability in the grant app. Less chance of getting funded then than now.

    Brain. This is the part about SAFER. Hard to determine, but after searching for section 34, it turns out it is SAFER. (15 U.S.C. 2229a) the following is also on page H1419.

    "Section 603. The conferees include a provision, as proposed by the House, waiving the cost-share for grants under section 34 of the Federal Fire Prevention and Control Act of 1974 for fiscal years 2009 and 2010."

    Since this thread is "Stimulus Bill", I submit this info too. Looks like on pages H1420 and H1421 forestry is getting over $1billion. $515 million for wildfire management and $650 million for capital improvement and maintenance. This could possibly translate into aid to departments that have a WUI problem.

    Odds are that's replacing the RFA and VFA money that was cut over the past few years, so it will funnel out through the traditional routes.

    From an email from IAFC's:

    $210 million for fire station construction

    The stimulus bill provided the U.S. Department of Homeland Securitys Assistance to Firefighters Grant (AFG) program with $210 million for fire station construction. According to the law, no grant can exceed $15 million. We expect the AFG office to use a competitive application process that will be similar to the FIRE and SAFER grant application process so applications will be fairly and appropriately reviewed.

    The application period is expected to take place this summer. The AFG office said they will have information on the fire station construction grants available as soon as possible at www.firegrantsupport.com.
