I know they look at training when looking at grants....if you have a decent training budget will that help if you don't ask for money for it in the grant?
I would think it would help on the cost factor.

You do not need to request funds for training if the department can do it on their own. One it will drop the cost benefit figure. Two it will show that the department is funding part of the solution. In your narrative you want to state that the department will not request funds for training, because the department has an adequate training fund and/or has a training program in place. Show a $ amount that the department is saving the AFG from the funding request.
