    Can someone tell me the Population threshold o for Urban,Suburban, Rural.

    Rural: 500 or less/square mile
    Suburban: over 500 less than 2500/square mile
    Urban: more than 2500/square mile

    I thought it went by population and the type of buildings you had. Under this criteria, a small city could be made rural.

    So what does it mean when the application asks you to change from Rural to Suburban? Is there a benefit to changing?

    Depends on the priorities of the project you are requesting. Will it be more beneficial and can you prove opposite of what the computer review reports? Had a previous application review list as us rural, had to sell in the narrative why I was listing suburban which was easy to prove, got the vehicle award.
