HelpDesk or your award manager. By the PG you can only spend up to $5k on anything, after that it's all Fire Prevention or hand it back.

If you go to the fire grants home page you will find a link for the program guidelines. These are the rules to be followed for your grant.
As Brian said , you can spend up to $5,000.00 on additional items. [actually it's $4,750.00 federal share & $250.00 your matching share] to expand on the grant request. Any other usage of Federal dollars will need an amendment filed and approved by your grants manager. Just because you have excess funds left over doesn't mean you can spend them on anything you want to.
Be sure to get approval from your grants specialist in writing before expending these funds. Document everything and put copies of all correspondence in your grant file.
You can also contact your AFG regional representative and ask them for guidance.

Yeah I would definately talk with your grants specialist. You'll find that AFG doesn't like to have funds returned to them. So start exploring ways to spend the surplus according to the way AFG wants. Also keep a tight record of your conversations with AFG; emails, phone log the works. Be overly accountable. Do not just get caught up in how to spend the surplus within the guidelines. Document.
