Default Engine grant- Fully equiped- Radios must be P25 compliant?

I am preping an interface engine grant, and part of it includes radios. Will these radios have to be p25 compliant?

The radios will need to comply with your state interoperabilty plan.

And Illinois just came out with their plan. Didn't have one before. That'll throw a curve ball at us.
