I use Vaisala Strikenet http://thunderstorm.vaisala.com/.
You are not going to get this type of data for free. With Vaisala, you have to open up an account. The report I get costs like $79.00 per report.
You can put in the parameters and you get a pdf back almost immediately. Report is in map form, time line form and spreadsheet form. Accuracy is not 100%, but it is the best I have seen.
Just to also touch on what George said from what I have also seen the price may go up depending on how large the parameters are for your report. If you look for the same data through NOAA.gov you get directed to this company as well.
