When considering population for your cost/benefit, is it acceptable to add the workforce employed by manufactures in your protection district. Our population in our district is 4,300 in 2.8 square miles, with an additional 480 (confirmed by phone calls to businesses) in the workforce. Could I also include the County High School with 1,100 students, the Middle School with 750 students and the Elementary School with 400 students?

I just wanted to see if anybody else had done this. I don’t want to do something to jeopardize our applications, but I still want to lower our cost/benefit. I have never added the additional numbers in any of our previous applications.

There's no way to have it addressed by the computers, but if you survive that it can't hurt in your narrative. Just make sure you can establish a reasonable idea of which of those folks don't also live in your district, lest you double-count them. You certainly want to talk about how the life hazard at those employers & schools affects your operational needs as well.
The "transient population" thing is tough and really hurts some places. Try being in Pigeon Forge, TN, with a population of 2,500 but tens of thousands of tourists in town at any given time. There's no way to incorporate that into the computer's process, other than the presence of large buildings. To bad we can’t get it in so the computer can see it. I am working on the residential numbers that live and work in the city and also the number of children that attend the schools so as not to double count them. The number of manufacturing jobs is actually down right now because of layoffs due to the downturn in the economy. That number would actually be around 800 if things were normal.

I never thought to include the 1400 County Jail Prisoners and 800 State Corrections Inmates in my population...
