I browsed through the standard but couldn't find any specific reference to suspenders being required. However, it's a pretty safe bet that NFPA will recommend that any protective ensemble not be modified, i.e., must be worn as it was designed by the manufacturer to be worn. In this case, if the pants were designed with suspenders, the manufacturer intended them to be worn with suspenders.
Now whether your department chooses to be fully compliant with NFPA is another question.Chief Dwayne LeBlanc

"I have a dream. It's not a big dream, it's just a little dream. My dream — and I hope you don't find this too crazy — is that I would like the people of this community to feel that if, God forbid, there were a fire, calling the fire department would actually be a wise thing to do. You can't have people, if their houses are burning down, saying, 'Whatever you do, don't call the fire department!' That would be bad."

While suspenders are not "required" in the NFPA the NFPA does suggest that modification of the PPE is not allowed.
Disregarding that a simple test will show the reason for suspenders on turnout gear. Have the folks who won't wear them try crawling through an obstacle course. Then snag the cuff of their bunker pants. I would bet the bunkers will pull down enough to expose whatever they are wearing under them.
OR check your dept. SOPs. If your SOP requires gear to be worn without modifications, then they are in violation.
