I think it is in most places. It is here anyway.
Hydrants are City property and by ordinance, it is unlawful for the public to tamper with City property. Or...a firefighter use City property for personal use so a FF couldn't just open it up for the kids.Jason Knecht

In Philly they have sprinkler heads that you can screw on the hydrant to restrict flow but boost long streams of water for cooling effects, thus cutting water loss. You used to be able to pick em up for the day at a fire house and they would open and close it for you.
