Example for the need for traffic control
While no emergency personnel were on the scene of the first accident, this is a good example of why a proactive approach needs to be taken toward traffic control to prevent secondary accidents.
This accident occurred when a tractor-trailer struck a line of cars that were stopped for a minor, non-inury accident that occurred. From my understanding, the people involved in the first accident were blocking trafic to push the passenger vehicle involved in the first accident off the road.

On a side note, my career department sent a crew and a chief to this incident to assist. From what I've heard, three of our personnel, plus a number of other personnel, dropped from the heat. By dropped, I mean passed out from heat exhaustion, adding to the number of victims that needed care. A rehab was set up, but you know how guys are, they wouldn't quit until the freed the person they were working on, which was too late in that kind of heat (90-some degrees, heat index over 105).
