That the header page for the new Fire Station Construction Grant clearly notes that the Department of Homeland Security is the "primary" agency listed rather than FEMA? The AFG, SAFER, and FP&S pages all refer primarily to FEMA, rather than DHS.

I don't know why this jumped out at me, other than my paranoia of the primarily cop-shop and military-based DHS further taking any meager scraps that Congress tosses to the fire service....
