i might guess that big communications projects are still being held for some reason.. "its just a guess" due to the validation with the state's SCIP

wonder if they have found that much refused, do to inability to pay department share or they just underestimated the number of awards in the system after peer????

The figures are based on the actual amount awarded. If a department refused after being awarded is not reflected in the figures. The amount remaining could be higher for these cases, but we will will not know until supplemental awards.
The other issue is that during the first week of PR for 2009 was spent reviewing 2008 narratives. This will have slowed down the award announcements to make sure every one that should be awarded gets awarded.

Nah, they're too busy trying a healthcare takeover to be that deep into this one...
.
Only point I can see in that one is that employers would have to provide for their employees which is something I can't do now. Self-employed with only 1 family enrolling so we can't actually pay for healthcare. No one covers maternity so we have to wait until the kid is born (healthy) in November then we can cover the family. Of course if we were on welfare we'd be paying nothing to have as many kids as we want. And they'd pay us to raise the kids. Wish I didn't have this silly idea that life is hard work and happiness is a pursuit not a right. I'll just never get anywhere in life with that attitude...

I feel your pain... We've got third generation welfare folks that refuse to even try to get a job because "then I'd have to pay my car insurance, loans, rent, food, utilities - and I'd never get a job that pays anything like what I'm getting now for staying home and doing nothing" And we actually PAY them to have more kids to support (or more realistically: for us to support)
I also wish I didn't have the 'honest days pay for an honest days work' mentality, then I too could sit home and collect... But not to worry, government took care of welfare, so they'll take care of healthcare (and who pays for all of this???) (sound of me falling off my soapbox and going to the hospital for treatment...)

Umm, you have to call them to find out if you can go to the hospital for treatment. Don't forget that part of the money for this program is telephone based healthcare so people don't go to the ER or doctor. Just amazing how much ACORN is going to rake in for running all of these programs for the feds if it gets through...
