Help on suggestions on first responder funding?
I am writing a college theses for a degree and the subject will be How can we develop a comprehensive plan to pay for disasters, and assess risk management for first responders?
Devastating disasters are a fact of life that cannot be ignored, and when the experts panic they call the first responders to restore calm.
As first responders we are asked to be available 24 hours a day, 7 days a week, 365 days a year for any request for help. Having the resources and the training to safely respond is paramount.
Could members of this board please respond to these questions with suggestions or recommended resources that would be helpful to answer these difficult questions?

1. How can we develop a comprehensive plan to pay for disasters, and assess risk management for first responders?
2. Can the cost to Improve mitigation of emergencies be shared and planned for. (Note: there always seems to be money after a disaster occurs) and who should share the cost?
3. How can the idea of specially trained personnel be developed on a nation wide scale, to respond when needed?
