Don't put your life on hold or hold your breath waiting for a Federal job offer if you are an applicant. I would say the AVERAGE time on a callback is at least one to two months, sometimes more.

Is it true that if the job posting is only open for a short period of time, that it means they probably already have someone in mind but still have to post the annoucement.

The posting I applied for was only open one week. From that announcement 10 were hired. One started two months before me, one two weeks, then most of us with me, and 3 more followed within 2-3 months after me.
I submitted my resume for the opening in June, and started in October. I was not called until August. I got my offer in early September.
