SAFER questions

I am considering applying to SAFER for Recruitment & Retension, I have read the 2008 PG and have a question on paid on call since the PG is not really clear (To me at least).
Our department is fully paid on call, no unpaid members. Do we qualify for recruitment and retension $$$'s? Also, has the 2009 app. period opened and I missed it?

Yes, POC is still considered volunteer for SAFER purposes. Obviously you can't include POC as part of the R&R project since you do that already, but pensions, LOSAP, and marketing efforts can all be done.

Are the 911 address signs you are referring too the green reflective signs for mailboxes and such? If so, I thought this was an item that could apply for FP&S grants but not fall under the SAFER grant.. Is that right?
